General

Any changes to the external appearance of properties on the Leesborough estate must be approved by the HOA Committee.

The first step to approval is to fill in a Structural Change Request form, available here and mail it to hello@thenabogroup.com,.

There are a number of committees on which you can serve (Neighborhood Security, Garden, and Social, for example) and other roles that can be filled with whatever level of commitment you are able to give.

Parking

None of the on-street parking spaces are assigned, so can be used by anyone. There are three designated disabled spaces that can only be used by cars displaying the correct signage.

Additionally, homeowners can park on their driveways so long as vehicles do not block access to others or overhang the limits of their property. For single garage home this is usually on their driveway perpendicular to the garage door, and for double-garages parallel to the door.

A warning sticker will be attached to any cars parking contrary to HOA rules.

If the car is not moved after 24 hours it will be towed at the owner's expense.

There are two no parking zones, indicated by yellow stripes and signage on the tarmac.

These zones have been put in place for safety and environmental reasons (e.g. storm drain access).

Cars parked in driveways must not extend out into the road or alley so as not to block access for emergency vehicles. If you can park so all four wheels are in your driveway (without bumping your neighbor's A/C unit), generally it's okay.

Trash & Recycling

Trash is collected on Mondays. If the Monday in question is a public holiday then collection will take place on Tuesday. Further details can be found at Montgomery Country Dept of Environmental Protection.

Bins should be placed outside only on the day of inspection or the evening before.

From HOA Bylaws:

Trash and garbage containers shall not be permitted to remain in public view except on days of trash collection and the evening prior to such days of trash collection. No incinerator shall be kept or maintained upon any Lot.

Bins are available in two sizes: 22-gallon or wheeled cart (for paper).

It is the responsibility of each homeowner to secure their trash and to clear up any mess created by issues that occur on their property.

Wheeled paper carts can be ordered from the county here or by calling Montgomery County Customer Service Center at 311. These larger carts have integrated lids that stop the contents being blown.

If using the smaller, open-top bins please place heavier items on the top and if possible stand bins by a garage door/wall to give stability.

Landscaping and Environment

The landscaping company is responsible for all public areas of Leesborough and the front yards of single-family homes along Amherst Avenue.

Landscaped areas within a homeowner's private property are the responsibility of the homeowner to clear and maintain.

The roads and sidewalks of Leesborough will have any snowfall removed by an external company.

Homeowners are responsible for removing snowfall from their own steps and driveways, as well as any paths (i.e. to the front door) that fall within their property.
